What is a QPR (Quarterly Progress Report)?

The Quarterly Progress Report (QPR) is a mandatory filing under the RERA Act requiring registered real estate developers to report project progress every quarter on the MahaRERA portal. It covers construction completion percentage, unit sales, financial status, and escrow account position.

Failure to file accurately and on time exposes developers to penalties under §63 of the RERA Act — up to 5% of the estimated project cost per quarter.

Penalty for missing QPR deadlines

Under §63 of the RERA Act, non-compliance with RERA authority orders — including QPR filing requirements — can attract:

  • Up to 5% of estimated project cost per quarter for QPR non-compliance
  • On a ₹10 crore project: ₹50 lakh per quarter, compounding every 3 months
  • MahaRERA authority escalation for repeat non-filers including project de-registration risk
  • Promoter personal liability — not just the company

Penalty amounts are subject to MahaRERA discretion. Consult a qualified RERA advocate for your specific situation.

QPR Filing Checklist

  • Construction completion certificate from registered architect (Form 1)
  • Structural engineer certificate (Form 2) where applicable
  • Escrow bank statement showing 70% balance maintenance
  • Unit sales register: units sold, booked, available, handed over
